French-Canadian Young Leaders Program on Defense and Diplomatic issues

For the third edition of the France–Canada Young Leaders Program on defence and diplomacy issues, a new cohort of young professionals from academia, public institutions, the armed forces, and the private sector was brought together to deepen discussions on the transformations of transatlantic security. This edition was distinguished by an unprecedented quasi-tripartite format, bringing together primarily French, Canadian, and German participants, following the partnerships established — notably with GIDS — and the applications received, at a time when 2026 marks the 75th anniversary of diplomatic relations between Canada and the Federal Republic of Germany. Remaining committed to promoting female expertise in the fields of defence and diplomacy, the program also strengthened its cooperation this year with Women in International Security (WIIS), particularly WIIS Canada and WIIS Germany.
The 2026 cohort focused in particular on strategic issues related to the Arctic, the security of critical infrastructures, challenges linked to strategic resources and supply chains, as well as perspectives for transatlantic cooperation in a context of growing geopolitical rivalry. This edition also benefited from the guidance of recognized experts, including Dr. Christian Richter (GIDS) as mentor of the program, as well as from the contribution of Chantal Lavallée, Fellow of the Forum de Défense et de Stratégie.
Following the study visits and activities organized in France and Canada, the work is now continuing through the preparation of forthcoming collective publications and contributions aimed at highlighting the reflections and exchanges developed within the framework of the program.

📢 Conferences and symposiums organized as part of the program
Roundtable – Defending Territorial Sovereignty and Securing Strategic Resources in the High North
(Paris Defence and Strategy Forum – March 24, 2026)
Organized as part of the Paris Defence and Strategy Forum, this roundtable brought together military officials, diplomats, and experts to discuss security challenges in the Arctic and the North Atlantic. Speakers included Caroline Vicini, Ambassador of Sweden to France; Colonel Jason Galuga, Canadian Defence Attaché; Henrik Breitenbauch (Royal Danish Defence College); and David Behar (CAPS – French Ministry for Europe and Foreign Affairs).
Conference – Towards a Shift in the Military Balance within the Atlantic Alliance?
(ENAP Gatineau – May 4, 2026)
Organized by the Forum de Défense et Stratégie (FDS) and the Centre canadien d’études allemandes et européennes (CCEAE), with the support notably of the France-Canada Association, ENAP, OPSA, CERGO, and the NATO Association of Canada (NAOC), this conference brought together diplomats, military officials, and researchers to discuss the transformation of strategic balances within NATO. Main speakers included Ambassador Michel Miraillet, Brigadier-General Carol Potvin, Chantal Lavallée, Mathieu Landriault, and Colonel Oskars Kudlis, Defence Attaché of Latvia to Canada.
