FORUM DE DEFENSE ET DE STRATEGIE

Our seminars are held in Paris, Berlin (and potentially in other cities across Europe and Canada) and bring together participants from a wide range of backgrounds: civil servants, military officers, diplomats, industry representatives, academics, elected officials, and NGO representatives — all sharing a strong interest in defence and strategic issues.
The general format of our seminars is Track 1.5: a structured dialogue space that brings together, behind closed doors, official representatives (diplomats, military officers, public decision-makers) and non-governmental actors (researchers, journalists, industry representatives, civil society experts). This format allows for both open and frank exchanges, while facilitating the circulation of fresh ideas that can influence public policy.
Since 2023, they have been organised in a trilateral format (France–Germany–Canada) as part of the TriArch programme, which aims to strengthen links between decision-makers, experts, and practitioners from the three countries on major defence, security, and diplomacy issues.
Each two-day seminar combines:
-
Closed-door panels with high-level experts and decision-makers, in small groups, fostering direct and interactive exchanges.
-
Plenary sessions addressing major issues in defence, security, and international relations.

Our seminars offer:
-
Detailed contributions from experts, and panels with renowned speakers of various nationalities.
-
The opportunity to address current defence and international relations issues through a bi- (Franco–German), tri- (France–Canada–Germany), or European perspective.
-
The possibility to discuss with renowned speakers
-
An attractive and relevant programme that links to current international developments
Our seminars are held under the Chatham House Rule to ensure a space for free and fruitful exchange of opinions and ideas. They typically bring together 50 to 70 participants and 20 to 30 speakers.
Since the last edition, some sessions have been public, open to a wider audience, and recorded — an innovation set to continue, offering greater visibility for the work carried out and direct access to debates for a broader public.
